Suggestions on how to kill a bill… April 5, 2004

PLEASE NOTE - TIME IS OF THE ESSENCE, BILL 40 CAN BE PASSED THROUGH LEGISLATURE ANYTIME BETWEEN APRIL 15TH AND JUNE 17TH

1) A critique of Bill 40 (The Planning Act Amendment) has been enclosed. The full text of Bill 40 can be downloaded from the Manitoba Government website at: http://www.gov.mb.ca/index.shtml . Go to the "Legislative Assembly" section and then to the "Bills" section. It is about 12 pages long. Bill 40 can also be faxed to you by calling 926-1914 and a copy may be available from your municipal office.
2) If you belong to a community group or organization who in the past have opposed factory farming, or may be concerned about its' impacts, get your group/organization involved. Set up a meeting, distribute copies of these materials to them. Get a phone tree set-up. Plan an action together.
3) Send a letter, fax and/or email to your reeve and council asking for them and the Association of Manitoba Municipalities to withdraw their support of Bill 40. Also inform your reeve and council that you do not support Bill 40. Tell them why.
4) VERY IMPORTANT - Send a letter, fax and/or email to the Premier of Manitoba expressing your dissatisfaction with Bill 40 and the reasons why. You should also carbon copy (cc) this letter/fax/email to your local member of legislature (MLA). Please tell the Premier you want Bill 40 to be withdrawn and that the Minister of Intergovernmental Affairs should start from scratch with a proper and meaningful public consultation process that is transparent and involves citizens.

5) VERY IMPORTANT - As many people as possible are required to register to make a 10-15 minute presentation to the Standing Committee of Legislature, which will review Bill 40. You can register directly at 945-3636 or 1-800-282-8069 extension 3636. If you do register, please call Hog Watch Manitoba for more details on the strategy around public hearings. One of the problems is that the committee will give the public only 48 hours notice before the hearings start. While written submissions are accepted, there is no guarantee that anyone on the standing committee will read the material. IT IS VITAL THAT PEOPLE PRESENT IN PERSON!
6) Please photocopy and/or email this info-package to your friends, family and neighbors who may be concerned about their loss of democracy if Bill 40 passes. Ask them to join in on the campaign. Or, just pass us the names of those who might be interested - Hog Watch Manitoba can mail them a package.
7) If you know of anyone who:
" lives beside a large hog factory or ILO and can't stand it anymore
" has become sick because they live (or had lived) beside a hog factory or ILO, or;
" had to move and didn't get full value for their property, please tell them to give us a call. It is important that they get these stories out to the politicians.
8) It is important that you and/or your group put pressure on your council and provincial MLA's. A press conference or press release to the local and regional media can go a long way. Send letters to the editor. Plan a town hall meeting. Hog Watch can send someone to be on a panel or make a presentation. Place an ad in the media, Hog Watch can draft up an ad for you.
